The Returning Resident shipping guide
Container ownership
Our strong recommendation: buy your own container rather than renting one. You avoid container detention charges and daily demurrage at destination, you can take your time unloading, and the container becomes secure storage, a workshop or a shop once you're home. Make sure it carries a valid CSC (Convention for Safe Containers) certificate — without a current CSC plate, shipping lines will refuse it.
- Choose 20ft (most households) or 40ft / 40ft high-cube (larger homes plus a car)
- Inspect for rust, holes, door seals and floor condition
- Confirm the CSC plate and paperwork are in your name
- Keep the purchase invoice — it forms part of your shipping documents
1. Returning Resident (RR) documents required by ZIMRA
ZIMRA must be satisfied that you are a genuine returning resident who has lived outside Zimbabwe for the qualifying period (generally at least 5 years). Prepare originals and certified copies of:
- Valid Zimbabwean passport (and previous passports showing your time abroad)
- National ID card
- Proof of residence & employment in Australia — visa, payslips, employer letters, tax returns
- Detailed, itemised packing list with values
- Bill of lading / shipping documents
- Vehicle registration, ownership papers & purchase invoice (if shipping a car)
- Completed ZIMRA Returning Resident rebate application form
- Proof of permanent return (e.g. termination letter, cancelled lease)
2. Goods that can be cleared via the RR rebate
The rebate covers personal and household effects you have owned and used. New, boxed goods in commercial quantities are likely to attract duty. Typically allowed:
- Furniture, beds, appliances and kitchenware
- Clothing, linen and personal effects
- Televisions, computers and home electronics (owned and used)
- Garden tools, hand tools and DIY equipment for personal use
- One motor vehicle per returning resident (conditions apply)
- Books, artwork, musical instruments and sporting goods
3. Use your Zimbabwean passport to leave Australia and enter Zimbabwe
Travel on your Zimbabwean passport for both the departure from Australia and the arrival in Zimbabwe. Your entry stamp is your evidence to ZIMRA that you have returned as a resident — entering on a foreign passport can jeopardise your rebate. Renew it well ahead of time if it's close to expiry.
4. Shipping cars
You can import one vehicle under the rebate. Check age restrictions and that you have owned and used it for the required period before shipping.
- Ship inside your container (secured on chocks and straps) or via RoRo
- Clean thoroughly — Australian quarantine and destination inspections apply
- Bring original registration, proof of ownership and finance clearance
- Drain to minimal fuel and disconnect the battery for container shipping
- A CBCA certificate is required for vehicles (see below)
5. Getting a CBCA certificate
The Consignment Based Conformity Assessment is a pre-shipment inspection programme for regulated products entering Zimbabwe, including vehicles. The inspection is done in Australia by an appointed agency before shipping, and the certificate is presented at clearing. Without it, you face penalties and delays at the border. We book and coordinate the inspection for you.

7. Container loading — DIY
Loading the container yourself saves money and gives you control. Do it well:
8. Travel timing
Time your flight so you arrive in Zimbabwe before your container. ZIMRA expects the returning resident to be in the country when goods are cleared, and arriving early lets you prepare the offloading site. As a guide, fly 2–3 weeks after the ship departs. We'll share the vessel ETA so you can book confidently.
9. ZIMRA interviews
ZIMRA may interview you to confirm your returning resident status. Bring all your original documents, answer clearly, and be ready to explain your time abroad, your reasons for returning and the contents of your shipment. Your packing list should match what's in the container. We brief every client before their interview.
10. Returning Residents regulations
The rebate is governed by Zimbabwe's Customs and Excise (General) Regulations. Key principles:
- Generally a minimum of 5 years' continuous residence abroad
- Goods must be personal effects owned and used before your return
- The rebate can usually only be claimed once in a set period
- Goods should arrive within a set window of your own arrival
- Rebated vehicles may not be sold or transferred for a restricted period without paying duty
- Rules change — always confirm the current position with ZIMRA
